HVA scheme legislative structure

The updated Heavy Vehicle National Law (HVNL) and new Heavy Vehicle Accreditation (HVA) scheme take effect on 1 August 2026. From this date, the NHVR will no longer have authority to grant any new NHVAS accreditation. For more information, please see HVNL reform implementation.

We are actively preparing for the implementation of the amended law to ensure a smooth transition for industry and regulatory partners. This includes developing HVNL reform implementation materials, helping industry prepare for upcoming regulatory changes.
